Production Controls in Heavy Oil and Bitumen Markets: Surplus Transfer Due to Alberta’s Curtailment Policy

In January 2019, the Canadian province of Alberta enacted limits on crude oil and bitumen production. These production controls, a policy referred to as curtailment, represent a shift for a government that historically avoided market intervention. The policy was designed to shrink a growing and prolonged price differential between the Western Canadian Select price of oil, the key benchmark for Alberta’s heavy oil production, and the West Texas Intermediate benchmark. The curtailment created artificial scarcity, shrinking the price differential from more than $40 USD per barrel in November 2018 to less than $15 USD per barrel in February 2019. In the process, this policy transferred market surplus from refiners, mainly those in the US Midwest, to producers in Alberta. We review this large-scale market intervention and calculate the magnitude of the economic transfer. Increasing biogas production in the Three Seas Initiative countries (3SI) is a good way to reduce greenhouse gas emissions and to increase energy self-sufficiency by replacing some of the fossil energy sources. An assessment of the biogas production potential carried out for the 3SI at the NUTS 1 and NUTS 2 level shows that the potential of this energy carrier was stable for the period (from 2010−2021). The results showed that it can cover from approximately 10% (Hungary, Slovakia) to more than 34% (Estonia, Slovenia) of natural gas consumption; moreover, there is strong variation in the value of potential at the regional level (NUTS 2) in most of the countries studied. Global climate policy commitments are encouraging the development of EU energy policies aimed at paving the way for cleaner energy systems. This article reviews key decarbonization drivers for Italy considering higher environmental targets from recent European Union climate policies. Energy efficiency, the electrification of final consumption, the development of green fuels, increasing the share of renewable energy sources in the electric system, and carbon capture and storage are reviewed. A 2030 scenario is designed to forecast the role of decarbonization drivers in future energy systems and to compare their implementation with that in the current situation. Energy efficiency measures will reduce final energy consumption by 15.6%, as primary energy consumption will decrease by 19.8%. The building sector is crucial in all of the possible net zero scenarios suggested for the European Union. In this area, the Italian situation is exemplary. Italy suffers from an aging and low-performance building stock and needs to increase its annual rate of energy retrofits in order to achieve its 2030 and 2050 targets. Even though since at least 2007, several different incentives schemes intended to stimulate energy-efficiency interventions have been in place, Italy has not been sufficiently able to promote deep retrofits. In 2020, in order to help the economy recover after the lockdowns that were introduced to face the first phase of the COVID-19 pandemic, the existing incentives were increased to up to 110% of investments for interventions that improved the energy class by at least two grades. The EU presently orientates its policy to a low-carbon and resource-efficient economy. In this paper, we evaluate the current situation and the developments in greenhouse gas emissions, and we will evaluate carbon resource usage in chosen EU countries from the viewpoint of greenhouse gas emission per capita, energy production in the EU, energy dependence of EU countries, and final energy consumption. We will analyze and evaluate the data available from the Eurostat database through regression and cluster analysis using JMP 15 statistical software. The results show significant differences in the individual countries, and they can be used for determination of the energy policy in the individual states.

Intermittent forms of renewable energy destabilize electricity grids unless adequate reliable generating capacity and storage are available, while instability of hybrid electricity grids and cost fluctuations in fossil fuel prices pose further challenges for policymakers. This research employed yearly time series data for the price of crude oil, exchange rate (USD/INR), and GDP per capita, from 1990 to 2020. Arithmetical tools such as Descriptive, Unit Root, Granger Causality Test, and OLS Model were applied. The present study discovered a strong bi-directional Granger causality effect of Dubai crude oil prices on exchange rates, as well as a bi-directional Granger influence of exchange rates on WTI crude oil prices. This study undertakes an annual and comprehensive evaluation of the policy and the technological innovation efficiency (TIE) of 10 listed companies in China using the DEA model and the Malmquist index analysis method. The number of relevant laws and policies is significant, but they are not well coordinated. The static evaluation results indicate that the complete factor production rate is low, generally lower than 0.9, and the technical innovation efficiency is weak, mainly because of technological backwardness. This paper investigates relative aggregate energy efficiency for a panel of 39 developing countries by econometrically estimating an energy-demand function (EDF) using the stochastic frontier analysis (SFA) approach to provide relative energy efficiency scores over the period 1989 to 2008. Energy efficiency is arguably difficult to define or even conceptualise with several interpretations in the literature but here it is based on an economists’ perspective of efficiency. Proper inventory management is vital to achieving sustainability within a supply chain and is also related to a company’s cash flow through the funds represented by the inventory. The United Kingdom (UK) has a decarbonisation strategy that includes energy from both hydrogen and biomethane. The latter comes from the growing anaerobic digestion (AD) market, which in 2020 produced 23.3 TWh of energy in the form of biogas. According to the strategy, this must be upgraded to biomethane by removal of carbon dioxide (CO2): a goal that could also be fulfilled through CO2 biomethanisation, alleviating the need for carbon capture and storage. Results are presented from a survey of publicly available datasets coupled with modelling to identify potential scale and knowledge gaps. Literature data were used to estimate maximum biomethane concentrations by feedstock type: these ranged from 79% for food wastes to 93% for livestock manures. The understanding of the impact of different government support methods on R&D efficiency is of great significance for evaluating the performance of innovation policies in various countries. We selected 31 manufacturing industries in China from 2009 to 2015, used the stochastic frontier analysis (SFA) method to measure R&D efficiency, and used tobit regression method to examine the relationship between direct government subsidies and preferential tax policies and manufacturing R&D efficiency. The results reveal that the overall R&D efficiency of China’s manufacturing industry was low, but it has been steadily increasing, and the R&D efficiency of emerging industries was significantly higher than that of traditional industries. Using the Stackelberg game model, we investigate the optimal production and donation strategies of two competing firms and discuss how the subsidy policy affects these strategies. Our main results include the following: First, the donation strategies of the two firms are not only affected by the subsidies but could also be influenced by the competitor’s donation decision, especially when the subsidy is high. The question of electromobility is greatly discussed theme of the present especially in connection with the reduction of greenhouse gas emissions. In order to fulfill decarbonization targets, incentives of many countries lead to the support of electromobility. In this paper we ask to which extend are Visegrád Group countries prepared for the widespread utilization of electric cars and define a new coefficient K called the infrastructural country electromobility coefficient. Its computing is covered by appropriate analysis and calculations done previously. Several indices that keep particular information about the state of preparation for electromobility are defined and debated here, as well. Their product forms the coefficient K. Carbon capture, transport, and storage (CCS) is an essential technology to mitigate global CO2 emissions from power and industry sectors. Despite the increasing recognition and interest in both the scientific community and stakeholders, current CCS deployment is far behind targeted ambitions. A key reason is that CCS is often perceived as too expensive to reduce CO2 emissions. The costs of CCS have however traditionally been looked at from the industrial plant point of view which does not necessarily reflect the end-user’s perspective. This paper addresses the incomplete view by investigating the impact of implementing CCS in industrial facilities on the overall costs and CO2 emissions of end-user products and services.
