Will China Achieve Its Ambitious Goal?—Forecasting the CO2 Emission Intensity of China towards 2030

China has set out an ambitious target of emission abatement; that is, a 60−65% reduction in CO2 emission intensity by 2030 compared with the 2005 baseline level and emission peak realisation. This paper aimed to forecast whether China can fulfil the reduction target of CO2 emission intensity and peak by 2030 based on the historical time series data from 1990 to 2018. Four different forecasting techniques were used to improve the accuracy of the forecasting results: the autoregressive integrated moving average (ARIMA) model and three grey system-based models, including the traditional grey model (1,1), the discrete grey model (DGM) and the rolling DGM. The behaviours of these techniques were compared and validated in the forecasting comparisons. The forecasting performance of the four forecasting models was good considering the minimum mean absolute percentage error (MAPE), demonstrating MAPE values lower than 2%. The transformation of a power supply, a social-technical system suffering from a heavy lock-ins, requires structural adaptations which are extremely complex. All actors in social acceptance processes have either strong vested interests in the current system or are challenging these. In strategies developed by those actors, so-called ‘frames’ play a key role. These are biased problem definitions and mental shortcuts, tools to affect the course of decision-making processes. Examples are “clean coal”, “smart grid”, “base-load”, or “decentralized”. Framing is fundamental to political processes, including those of decision making on renewables. This study investigates the effect of a renewable energy dissemination policy on investment decisions regarding solar photovoltaic (PV) installation. We present a theoretical model and conduct a simulation analysis to estimate the total capacity of solar PV generators according to a given subsidy policy. We show how the capacity maximizing subsidy policy depends on the total amount of subsidy budget, interest rate, the expected amount of solar resource and land price in each region. We particularly focus on the improvements of solar PV capacities under the same subsidy budget when the subsidy policy is changed from uniform (equal for all regions) to differential (varying over regional characteristics). This improvement is shown through a case study using Korean data.
Economic Analysis of Renewable Energy Regulation in France: A Case Study for Photovoltaic Plants Based on Real Options

In this work, a novel methodology based on the real options theory has been developed for the evaluation of photovoltaic energy projects with a capacity greater than 100 KW in France. French legislation that regulates these types of projects presents two real options: on the one hand, the producer has a put option that consists of choosing between a Feed-in Tariff system and electricity market sale prices every year, and this put option coincides with public subsidies granted by the French Administration. On the other hand, the French Administration has a call option that provides a benefit to the public sector. This option supposes a limit on the subsidized production of electricity and reduces the value of the project to the promoter. The value of the put option is 4.28 € per MWh generated. Energy poverty can be defined as the inability to pay the bills that are required for maintaining the comfort conditions (usually in winter) in dwellings. The use of energy efficient systems is one way forward to mitigate this problem, with one option being the electrically driven air source heat pump water heater. This paper assesses the performance of a centralised heat pump (200 kW of heating capacity) to meet the space heating demand of block dwellings in Madrid (tier four out of five in winter severity in Spain). Two models have been developed to obtain the following variables: the hourly thermal energy demand and the off-design heat pump performance. In this paper, we investigate the transition to clean energy technologies in the Boston area, as perceived through the lens of strategic niche management. The main goal of the study was to assess the role of policy in fostering/hindering the development of the clean energy niche and the complete deployment of clean energy technologies in this area. Using argumentative discourse analysis, our research showed that the clean energy niche in the Boston area is generally perceived as strong and dynamic. However, the public de-legitimizing narrative identified gaps at the policy level that include, among others, the limited engagement of the local and federal government in breaking through well-established practices and regulatory frameworks, funding, and infrastructure. These gaps are likely to delay the market uptake of clean energies in this area.

Efforts to achieve an energy transition often neglect to account for the levelling of benefits realizable with higher levels of energy use, despite knowledge of a saturation effect and recognition of increasing harms of use. This research examines energy sufficiency as a maximum quantity of energy associated with improvements in human well-being to inform a recalibration of energy targets among high-energy societies. A systematic review of recent research was performed to identify the point at which increasing levels of energy use no longer correlate with meaningful increases in well-being. The main findings are that the strategy is effective at drastically reducing greenhouse gas emissions (albeit to a reduced degree with respect to the projected share of “zero carbon” generation taken at face value), but it entails a trade-off in terms of depletion of metal resources. Access to electricity for every South African citizen, including rural dwellers, is a human right issue guaranteed by the government’s laws and policies. However, many remote rural areas still suffer from a lack of this very important amenity, due to the expensive prospect of connecting them to the central national grid.
